This B1 and 9 others are currently at Carswell JRB here at the plant.
The runway at their home base is being repaired, so they are staying in Ft.Worth for a while.
The local ground crews (not being familiar with the B-1) did not fill the fuel tanks in the proper order - thus the "wheelie".
